I think these were being sold on ebay as Tower Club.
They have been positively IDed as Turf Club, Hot Springs, Arkansas delivered to Ellis Agre in 1954 and 1956. There was no Turf club chips in Wayne Threadgill's book, "Gambling In the Spa," before this. I highly recommend Wayne's book if you are interested in the history of illegal casinos and there chips/dice.
BTW The Turf Club was called The Palms at one time.
