I don't know about your particular variation's rules, but standard "carnival Klondike" used 5 dice which, when rolled, made a 'poker' hand. The dealer rolled first and then players would roll and try to beat the dealer. No straights, and Aces high...pair, 2 pair, 3 of kind, FH, 4 of a kind and 5 of a kind. Known to have a high house edge to begin with, and also known in the carny circuit as a very easy game to rig. The casino version had player and banker bets like baccarat.
Based upon the layout you show, I'd wager (lol) that they used an early set of suited dice to play this game. Hope this helps!
