Allan, I hear what your saying that it looks like a Monarch worn flat. However, if a Monarch was worn down enough for the rounded area to be as flat as this chip the center design area would be gone as well as the grooves, rim and quite a bit of the chips thickness. The inner tube shape of the Monarch chip is in a protected area. On the chip that I show the grooved rings are deep and the raised circle is high and flat and even with the rest of the chip. Do you have a Monarch chip so worn as to show the area in the mold design worn flat? I would love to compare it with this one.
