No Idea. But I would guess they were paper clipped when given to the soldiers and the clip stayed with the notes in a sweaty pocket until the last note was used, and that is just a guess. I have seen a lot with rust stains, but there are many more in pristine shape. I just didn't happen to have one in the dollar denomination when I posted.
