I don't know what Ken is talking about. It sounds like he is saying that the casino has a base $4 rake per hand, which just happens to be the amount of the blinds, so he equates it to the blinds being dropped.

Some places use a button drop instead of a rake though. Turning Stone used to use a dead button drop, whoever had the button posted $3 which went to the house (and was not live). --- they used the forawrd advancing button rule so that no player had to post the drop twice in a row.
