Translation please. Scandinavian? Neat put-&-take

Hello all, I just bought this metal put-and-take sort of gambling top. It is bi-level, as are many others of mine. But I never saw this particular type before. The bottom has the dice numbers (1 to 6) on the six sides. The top part is also 6-sided and spins independently of the bottom. The top part has these words on the six sides:
¶ SATT (2 dots above the A)
¶ TAG
¶ ALLA
¶ SATT (2 dots over the A)
¶ TAG
¶ POTT

Could the words possibly have something to do with "take all", "all put", "put", "take"? Can anyone translate? Someone suggested it is some Scandinavian language because of the two dots above the "A" of "SAAT."
