Here are two Harveys, Tahoe NCV's probably made for an Asian game tournament (Pai Gow?). TCR lists the 25 as Green?, but mine is lavender.

By the way, I need the 100 from this set... color also in question in TCR.

What do you suppose the two characters mean? They are the same on both, so not a number. Maybe "no cash value"?
