It's actually more of a matter of semantics than an adhered to statement. When you buy into a table game, you aren't actually purchasing the chips, you are purchasing markers representing the money that you handed the dealer, meant (or allowed) to be returned to the casino for cash. By law in most jurisdictions, chips and tokens are the property of the casino.
