I'm only aware of the following Halloween chips for the Aladdin:
2001 $5 (v7815) and $25 (v7823)
2002 $5 (e0013) and $25 (e0021)
2003 $5 (e0017)
2004 $5

Nowhere on the 2002 chips does it mention Halloween, so I would guess that e0016 and e0023 are in error.
