They were Franklin Mint collectibles sold mail-order to individuals a number of years ago. They show up from time to time on eBay. They came with some tokens that have Caesars name on them as well... not real gaming tokens, though. I don't believe Caesars Palace ever gave them away, but they might have been available in the gift shop.
