Darlene,

I'm fairly certain that you have a picture of a casino, but not of a place where gambling was carried on. Back then, a casino was a gathering place, many times near the water. Dancing and other activities would have taken place there, but no gambling.

Do a search on ebay in the post card section for the word casino. You will probably find hundreds of post cards depicting casinos that had nothing to do with gambling. You may even find one that will help you identify the casino in your photo.
