The post office should return it to the sender - no charge.

I am not sure if it still works, but people would put the return address where they wanted the letter to go, put their address as the "mail to", and then not add any postage (stamps). The Post Office would then return the mail to the "Return" address, and you just beat the US government out of 37¢.
