There was an Oscar's Restaurant in Mountlake Terrace, WA, in the mid 70's. They had a brown 50 cent SQINCR chip. But the double hot stamp would suggest to me that it was used for testing the stamping machine prior to a run. Chips thus used , or otherwise abused, were thrown on the floor or in a reject bucket -- hence the name. A lot of SQINSR mold floorsweepers have been turning up lately.
