I've used a similar product ... but it was orange in color. It resembles silly putty and can be purchased in Staples, Office Max, etc. It is primarily designed for apartment dwellers to hang light weight pictures or posters on a wall without the resulting holes from nails or picture hanger marks when they move out. The white product I would think is safe for chips and can simply be rubbed off the surface to remove it. You only need a very tiny pinch of it to hold a chip in place.... like say in a frame.
