1. In the case of bank notes you should try setting your scanning software to 'line art' and see if it is better than 'photo'

2. For optimum scanning you need to match the scanner to the item you are scanning. Bank notes are probably printed at 600dpi. That would be the best setting to scan at. Any higher will not improve quality. Chipco and B&G 'print' chips at 300dpi.
