As you've guessed, a lot of casinos number their roulette tables so that the chips stay at their assigned table. That way the casino won't lose chips off a low limit table that some scaliway may try to put into play at a higher limit table.

Archie Black is the author of a guide to NJ chips as the eastern US seems to be your present interest. Canadian chips? Just keep your ear to the ground on those!
