there. TCR lists 12 sets EXCLUDING those numbered 1 and 2. The single scan you have shown above as 1996 is in fact 1999.

If you follow the TCR description it indicates that 3 sets exist in identical design to the 1995 issue but without the numbers and that these were issued in 1996.

Your first large scan for 1996 correctly shows the 1996 black flames chips in the middle vertical column. The other 4 sets are 1999. Note that the middle column have silver lettering and not black. I am looking for the same silver lettering but with the flames shown in the 2nd and 5th columns of that same scan.

I have been told they were either prototypes, samples or reserve chips. I have also been told they dont exist. I am inclined to believe the person that says they dont exist.
