A clear lacquer over the surface, to produce the "seal." This is explained in the Burt Co. flyer that is shown in my "What Is A Crest & Seal" article on Chequers (Magazine) web site. Without the seal, the chip is still a lithograph inlay, but not a Crest & Seal.
