Actually Ricky, There is only one charge. They charge your friend's account the standard fee of 2.9% + 30 cents. When he transfers the net amount to you there is no charge because it is from PayPal existing funds and being transferred into a personal account.. which never pays any fees. The main reason for never upgrading to a "preferred" account to avoid paying those fees on every transaction.
