That's because the winner kept increasing the bid until he finally overtook the other bidder. For example, if a chip is being bid at $5 I could bid six or $60. If I do the latter then somebody is going to have to keep bidding until he finally bids over $60. He could make one bid of $70 but he doesn't know what my top bid is.
