Gene' I'm not sure of the story behind this type of issue. Probably Allen Banick would be the source of this information. His book lists the denomination set ($1, $5, $25)but does not explain the nuts and bolts of this issue. All it lists is the quantity issued,200 of each denomination.I will contact him and try to get some back ground. I will get back to you.
