My husband and I prefer full books of matches, though we'll pick up empty covers, also.

Like you, I tried the binders, but it just didn't work well. Found some small sets of drawers that work perfectly for the full books. I still use the pages in the binders for the covers.

I started to put our matches on the web, then ran out of web space, and time....and Mark Cotton is doing a much better job...but here's a picture that will give you an idea of our storage method:
