I don't really know the answer but I do have a suspicion. I don't know how much of a burden chips are to store. That is, how many the gaming commision would have samples of when you consider also chips that were submitted, rejected then resubmitted with changes... Add to that all the chips from casinos, clubs and card rooms long gone etc. However, I would think that they would need to keep all chips for the life of the chip plus the recall notice(s) and then a little more time, probably several years. I would wonder what value they would have for them beyond that point. Unless they are a specific specimen of something that was rejected, found to be counterfeit, samples of different molds and security features... or, for some reason where they would want to keep it as an example. For historical value it could be good and would be interesting to keep them all but, like I said, how much space do they take up and how much of a burden is it to keep all of them. What kind of costs are involved in maintaining and securing them...

These are just a few thoughts that might spark some more informed replies that may be more helpful.
