Don... Would you factor jurisdiction into the equation? For example, my guess is that you could walk, say, into the Sands in Atlantic City and wager a first issue $5 chip at a black jack table (ie: use it for its intended gaming purpose). I would also say that this is an obsolete chip that they would not sell you (by policy) at the cage or table.
