We have these great Colorado Gaming badges... on chips, already!

Issued several years ago. Purpose unknown. The last one on the bottom shows the design of an enforcement agent badge which is also on all the other chip reverses. This N-D chip is apparently given out to patrons as a "Goodwill Chip"? Anyone in Colorado ever complain and get one of these from a gaming investigator?

Maybe the denominated chips are used in training situations for the agents?
