They are found in at least 6 colors:

Red
Black
Blue
Orange
Green
Yellow

They are listed in the catalog of Nevada Promo Tokens. Since they are made with holes, I've assumed they were given out with keychains. They are too light to play in a machine so were probably just to remind the recipient of the promotion. It is possible that they were exchanged for a free pull on a particular slot mcahine.
