Anyone can track an IP address at www.samspade.org. Simply type in the IP address and click the "Do Stuff" button. It'll give you great information.

Unfortunately, the closest it can come to indentifying a user who has a randomly assigned-IP address is their Internet Service Provider (like AOL).
