Valued opinions?

Being that I'm just a young pup to casino chip collecting, I'd like to ask some of the veterans what their opinions are when making an offer on chips to fellow collectors.

Is it uncommon to offer someone a lower price than what they may have listed on their web site and should one feel uncomfortable doing so? The reason I ask is, I hate to offend a fellow hobbyist - although I do enjoy the hunt of striking a bargain every now & then.

There are certain cases when I feel a chip's price has been overinflated - thus I find myself offering the seller a lower price based on what I feel is consistent with supply & demand. On the other hand, I've seen supply & demand dry up on certain chips, therefore I may offer a premium well over & above stated book values.

I'd like to hear your takes on this
