The cost for Burt or USPC to set up and run sample inlay chips would have been very high, IMO.
I think the inlay Pioneer was more than likely in use. Have no idea if its LV or not.

Hot stamps would have been run by a distributor at a minimal cost. Exchange Bar might not have been used but it is a great old hot stamp, IMO.
