Dots was made at the Burt Co after 1947. Possibly USPC pre 47.
Distributed by several different distributors. There are advertising chips with Whites Club Room Supply, Cincinnati. Rigdon (hourglass mold) became Whites CRS somewhere along the line.

Jack Todd, Kansas City also sold the mold along with Evans, Chicago.
