This is a delalers marker which is passed around the table to designate the dealer. As Travis wrote, they are called bucks or buttons. This is where the phrase, "Pass the buck" originated. They were made from many different materials, such as clay, ivory, Mother of Pearl, bone, celluloid, etc. Some were made like this one, but with a raised goat with a glass eye and also in different colors.
