Indiana casinos have always (or for quite awhile, anyway) had to pay a "boarding fee" for each person getting on the boat. I think Illinois has, too, but the casinos have covered it, until recently. My husband reads the Chicago paper, and he recently read something to me about some of the Illinois casinos charging for soft drinks and parking, too (not sure if they were doing it, or considering doing it, though)!!
