As a buyer, I am delighted to still get the chance to purchase the item.......the key here is "get the chance". If you don't want to be offered a second chance you can notify Ebay.

On the other hand, as a seller I have found many people have moved on and no longer want it, many are delighted they can still obtain it and for the price they wanted to pay.

I think it is a nice option Ebay has made available. Again, if you don't want to be bothered receiving second chance offers, Ebay will see that you are not contacted. Seems like a win - win thing to me.
