It says I can't create Paypal buttons for payments. Heck I'm don't need those. I tried some on my site, they seem to work, but I didn't create them using anything on Paypal?

I don't know why they charge for every single sale, when they should only be billing for a percentage of CC payments? Kind of like a tax on the right to sell, just in case someone might use a CC some day.
