I think that if COTY is actaully going to mean anything it should not be voted on by the entire membership. I think criteria should be determined and a committee appointed (repreenting diverse collecting interests). As it stands now there are no criteria for COTY. Some people vote for a chip because they like the casino, some because they like the quantity released or the resale value of a chip, others pick the chip they find most attractive, others pick the chip they find most attractive from a specific region, some pick it based on liking the theme or topic. So what does it mean to have a vote for COTY when we don't even all agree on the criteria. Even if we set criteria getting the entire membership to follow them would never occur, which is why an appointed committee makes more sense.

I picture each of the appointed judges giving a numerical grade for each criteria to each chip and then totals being added up and a winner announced, kind of like a pageant.
