From the Information I have the Hotel is owned by the Hard Rock and the casino operation is owned by the indians. The Hard Rock will get a piece of the casino action in exchange for the use of the name. This is not to say that once the building(s) are complete that the indians won't take full control of the hotel also. They just did the same with the operations of the casinos by taking back control of all of them by 4 different operators.I figure (this part is only s guess) that they wanted to see which operation worked the best and copy it throughout the others. That is why they now all have the same logo, same fast in/out tickets and will soon have a common chip design at least on one side!
