Ebay Feedback Question

I have a situation where I purchased an item on ebay and won the auction. After the auction, the seller sent me an email with the total and he said for a dollar more he would send me a current Reno House chip. I agreed and told the seller I would simply add the dollar to the cost of shipping through Paypal.

I went ahead and did what I said I would do. About a week later, I received the auction win, but not the additional chip. I have tried twice to contact the seller, but he has not returned my emails. NOW HERE IS MY QUESTION: Can I know leave negative feeback after two attempts to contact the seller? I am out a buck, but more importantly, I never want to do business with this person again and want to express my dissatisfaction. What does everyone think?
