While the shipping is on the high side, the seller has 100% positive feedback.
It appears to me that he is hedging his cost.
He is starting $32 worth of chips [at face] with no reserve for an opening bid of $1.

Again, while I agree it IS high, the seller plainly states his shipping costs.

I would say if not interested PASS.
If you are interested perhaps you can be lucky to "steal' this auction at below face and then the shipping won't be so much of an issue
