Laboy, who receives a 3 percent pay hike this month that will raise his salary to $156,560, recently put 24 teachers on unpaid administrative leave because they failed a basic English test.

This is sad. How the guy became Superintendent without the education is no reflection of his other skills, but basic English is necessary to communicate. (He says English is his second language, isn't it the first language of this country)

But 24 teachers who can't pass an English test? That really stands out as a problem. What kind of example do they set for the students?

Neither one is acceptable.
