It looks like a clay chip not a Chipco. Is it clay?
Caesars would submit their own art and not allow a chip co to make any changes to it.
In your scan it looks like the inlay has been trimmed with an exacto knife.

Whalen inlays can not be peeled off and they even have cross hatching.
Just my opinion, it looks like some of the junk they sell at the Trop gift shop.

This might be the chip. Most strip casinos cashed these in 1997. Only problem is the DI would not honor them. Yours looks like a full graphic version of this chip. PS made full graphic versions of their fantasy chips.
