Till now at least (and I don't know that they changed their policy), you are correct -- they only charge fees for non-personal accounts. They don't for personal accounts. But anyone can send you funds funded by a credit card. If you have a personal account, there will be the status of "pending" for the receipt (the receipts funded with credit cards). You should refuse (deny) it. PayPal encourages you to change to a business account so that you can accept the funds funded by the credit card (and pay the fee for it and all other receipts in the future, whether funded by a credit card or not).

So deny it, and tell the one who sent it either to pay by check or to sendPayPal paymwents funded by a trasfer of funds from his bank to PayPal acct or from business funds already in his PayPal balance.
