Some use this tactic to entice bids from people who don't read the description thoroughly. Others are just cross-marketing and want you to see the other chips they have. Regardless, it's the DESCRIPTION that defines the auction, NOT the picture.
Swhy should this be any different - he says 7 chips, lists 7 chips - it's not your fault if he only had a picture of 6 of them. Especially since he didn't clarify this until AFTER the auction had ended.
