Is the Post Office losing 1/3 of chips we send?

I noticed a post offering one current $5 chip and adding $1.30 for insurance. Only way it makes sense to pay 26 percent of the value of an item to insure it is if you figure the post office loses 1 in 3 items mailed. If they only lose 1 in 4 (or less) then paying that much for insurance makes no sense. Or am I missing something?
