Mike,

When I used the words "take advantage", I didn't mean "using the policy in it's intended way", I meant "stretching the rules". I honestly don't know if the fees you planned to charge and return were reasonable or not. If the fee was reasonable and the school would have paid that fee even without the expectation of having it returned to them, then I feel you would be doing nothing wrong.
