In an earlier discussion on the board someone suggested that Table 71 may have been a high roller table on the 7th Floor. I can't say - the 7th floor was closed for gambling before I started playing - though I did eat at the "Presedent's Car" up there once. But then, I have never been consider a "high roller" either... If you are interested in trading the chip for something else just let me know.
