I would say that it is more likely that Saddam had a part in the Anthrax attacks than a domestic terroist.

It is common knowledge that Saddam gives money to the families of homicide bombers against Israel. Osama figured the best way to defeat Israel was to defeat their biggest backer, the USA. Plus they need something to focus their hate and someone to blame for their life, and Israel is a good target in their minds.
