I wouldn't use the steam method on an inlaid chip but otherwise the technique of flattening is the same. You're not going to get the chip hot enough to damage an inlay... just hot enough to soften the plastic/clay that forms the base of the chip. Heat it slowly and drop the chip every few seconds on a hard surface, like ceramic tile. When the chip is hot enough, the sound will change from a clink to a clunk and you know it's time to apply pressure.
