My understanding is that the rule doesn't prohibit the use of the term "Illegal" in the description, only the Title.

It is also my understanding that there is no filter. Ebay does not police their own site, they only respond when somebody reports a violation.

(If there was a filter it could prevent the use fo the term at the time the auction was posted not cancel it 3 days later)
