and the only thing I can come up with is that by short changing the issue of these chips it makes it more collectible? Jumps the prices up and make it "all the rage." The must have "Tickle me Elmo" I doubt that they care about the damage it does to the collectors. As for Pete, Josh, and the other NIS, it is my guess that they wish they had more of them to sell at the "normal" prices then a handful at max. My 2 cents.
