Token Questions

I recently put some old tokens on eBay about which I have no idea. After taking a closer look, I do have some questions. For one, why do the tokens not have denominations on them? Most say "Lucky 1 Token" or something like that.

Take this one for instance:

First of all, I don't know the year on this Liberty Bell token, but instead of 50cents, it says "Lucky 50." Was this done in response to the law? Was there maybe a law against printing their own money?

This is another weird one:

Apparantly Bill and Effie's Truck Stop outside Reno had some gaming, but the tokens are for "One Lucky Cartwheel." What the heck does that mean?

Not being a token guy, I don't know these answers. It seems to me that ever since they have been making chips for casinos, they have always been able to put the denomination in US dollar terms. Why would it be different for tokens.

There are other weird tokens listed in the auctions if interested. All are one-of-kind for me and I have no extras of these.
